Hey there
Just interested as to whether its within regulation for the secondary schools two wheel CATEGORY to use an alternator connected to cranks (not part of drive train) to charge the battery, would it also be within regulation to use dynamo assisted breaking to power the battery.

Thanks for your question. Sounds like you are looking to innovate- good stuff.
Yep, Ok to use an alternator on the crank as long as turning the cranks doesn't drive the wheels (as you mention). You should research the feasibility and advantages or otherwise of doing this given the nature of the competition and courses run.
The kit comes with a form of re-generative braking so yep the dynamo assisted braking system you mention is fine.
