Dear whomever maybe concerned, I was wondering whether we could get multiple thermal overload switches meaning have 1 per 48 volt battery?

If it is so that 2 batteries can be quickly swapped, is there a problem with having the overload switch permanently connected to the vehicle electronics?

From our head scrutineer:
There will be one thermal overload per vehicle.
A battery is a collection of cells, which effectively includes two or more batteries of cells. The thermal overload is inserted between the [collective] battery and load [motor].
In other words, even if you have more than one block of cells making up a 48V battery there will still be just one thermal overload.
